A draft report of an investigation says a council leader brought the town hall 'into disrepute' after a recording emerged in which he apparently threatened not to spend money on roads and pavements in wards in which Labour wasn't successful at the local elections. The standards probe into the conduct of Rochdale council leader Allen Brett was launched in April.
