Manchester Mayor and Police and Crime Commissioner Tony Lloyd has called the decision to drop the charges against David Higgins 'a bitter pill'. He said: "I share the view of the victims of the horrific abuse at Knowl View that the lack of prosecutions after such a long period of time is a bitter pill".
